
Six School Halls: Sydney Southern Cluster Projects
RPS provided project management services for the delivery of six new school halls across the southern region of New South Wales for School Infrastructure NSW (SINSW).
Announced in 2019 as part of a NSW Government election commitment, the Southern Halls Cluster program delivered new purpose-built facilities catering to students from Kindergarten to Year 12.
With a total project value of AUD $34 million, RPS managed the development and delivery of the full package from October 2020 to January 2023.
The challenge
The program comprised six separate school sites across both metropolitan Sydney and regional New South Wales, each requiring its own contractor engagement and approvals pathway.
Three different planning approval pathways were utilised across the program, including four Council Development Applications (DAs), two Crown Complying Development Certificate (CDC) approvals and one Review of Environmental Factors (REF) for early works. Managing these concurrent approval processes while maintaining program alignment required strong coordination and governance.
A key objective was delivering the works in strict accordance with School Infrastructure NSW development processes and guidelines, while balancing stakeholder input, cost control, quality outcomes and program timelines.
Our approach
RPS was engaged to provide project management services, including design management, procurement management and contract administration.
The team procured six separate design, develop and construct (DD&C) contractors and managed delivery across all sites concurrently. RPS integrated stakeholder requirements while maintaining control over cost, program and quality outcomes.
Through structured governance, clear communication and proactive coordination with contractors and stakeholders, RPS ensured all required approvals and endorsements were achieved in line with SINSW requirements.
The result
The Southern Halls Cluster program successfully delivered six new school halls across metropolitan and regional NSW, providing modern facilities to support students from Kindergarten to Year 12. The schools involved in the project included:
