The role of Functionally Linked Land

Functionally Linked Land (FLL) refers to areas outside of designated sites (Special Protection Areas (SPA), Special Area of Conservation (SAC) and Ramsar sites) which provide critical functions for the species those sites were designated to protect. They essentially serve as extensions of habitats for activities such as foraging, roosting, breeding or movement corridors. Whilst not formally protected, the loss of FLL can impact the integrity of designated sites themselves, therefore they must be considered in Habitats Regulations Assessments (HRAs) for plans or projects that may affect SPA species.

From a practical delivery perspective, developers should treat FLL as part of the species’ operating landscape. Small, incremental losses around a designated site through new access tracks, parcelled development, or changes in land management can fragment habitat, isolate populations, and accelerate local ecosystem decline. This cumulative effect is exactly why these lands matter in decision‑making.

Key considerations for developers

Loss, disturbance and fragmentation

Development proposals must consider loss, disturbance, and fragmentation of FLL to maintain the integrity of designated sites, on top of the standard consideration of impacts on a designated site. Repeated disturbances (e.g. visual, noise, hydrological, pollution) can push birds to use alternative lower-quality sites and cause harm to FLL.

 

Mapping, measuring and monitoring

Natural England Guidance emphasises mapping and monitoring FLL to support SPA integrity, which can be easier said than done for mobile wide-ranging species, such as geese. The aim is to manage pressures on and off designated sites, including FLL, while supporting nature recovery and biodiversity net gain. It should not be viewed as a cart blanche extension to SPAs.

Natural England emphasise identifying potential FLL early, agreeing survey methods with statutory advisers, and using targeted, species‑appropriate techniques (e.g., WeBS counts, vantage‑point surveys, timed transects) to demonstrate regular use.

 

Mitigation, compensation and biodiversity net gain

Mitigation must recreate the functional values lost (forage quality, roost suitability, timing and connectivity), not simply provide a generic habitat patch. If on‑site avoidance isn’t possible, compensatory measures must be located, designed and secured to deliver the same functions long term. 

Habitat compensation takes time to deliver so it must be factored into programmes. Natural England and planning authorities expect clear, evidence‑based routes to secure and manage compensation.

While developers are nervous of the perceived creep of designations into the wider landscape, this has always been a concern. If a site is heavily used, it should be considered in greater detail. But now it has a new branding – Functionally Linked Land.
