Tetra Tech RPS thrilled to secure Building Assessment Certificate for ila

Since August 2025, a total of 1,609 Principal Accountable Persons have been called to submit a Building Assessment Certificate application for their high-risk residential buildings under the BSR’s new regulatory framework, introduced to enhance fire and structural safety in the wake of the Grenfell tragedy.

Until recently, there was uncertainty about the level of detail required by the BSR to declare a building safe and compliant. Recent figures from the BSR reveal widespread non-compliance: out of 352 safety case reviews assessed so far, only 79 have met the necessary safety standards, resulting in a failure rate of 78%^*.

With many buildings still falling short of the required fire and structural safety standards, securing a Building Assessment Certificate remains a significant challenge. We’re pleased to have supported our client in navigating this complex compliance process and delivering a Building Safety Case and Report that meets the BSR’s criteria.

The project itself is Swan Street House – a new 32-storey residential development in Manchester. On behalf of our client, ila, we developed a thorough and cohesive Building Safety Case and Report in accordance with the Building Safety Act 2022 and The Higher-Risk Buildings (Management of Safety Risks etc) (England) Regulations 2023, and the BSR’s criteria. The Building Safety Case and Report was structured into seven clear, integrated sections designed for easy navigation and comprehensive coverage:

• Managing risks and control measures
• Ongoing work and continuous improvement
• Photographs and plans
• Building safety risk assessment
