Supporting the Morgan Offshore Wind Project: Generation Assets to reach consent

Tetra Tech RPS Energy led the environmental impact assessment for the Morgan Offshore Wind Project: Generation Assets, the second UK Round 4 offshore wind project to be granted development consent.

The Morgan Offshore Wind Project is expected to have a potential generating capacity of 1.5 GW: enough to power the equivalent of around 1.5 million homes.
 
In 2021, our team was selected by the consortium of bp Alternative Energy Investments (now JERA Nex bp)  and Energie Baden-Württemberg AG (EnBW) to lead the Environmental Impact Assessment (EIA) and Habitats Regulations Assessment (HRA) for the development of their offshore wind lease areas in the Irish Sea, which included Morgan.
 
The Secretary of State has now granted development consent for the Morgan Offshore Wind Project: Generation Assets. Morgan Generation Assets was the second project in the UK’s Round 4 leasing round to be accepted for examination and the second of those projects to be granted consent. The first consented project was Mona Offshore Wind Farm, which was also supported by Tetra Tech RPS Energy and consented in July 2025

Tetra Tech RPS Energy prepared the EIA Scoping Report (published in 2022), the Preliminary Environmental Information Report (published in 2023), and the Environmental Statement and HRA submitted as part of the project’s Development Consent Order application in April 2024. The application was subsequently accepted for examination by the Planning Inspectorate. During the examination phase, Tetra Tech RPS Energy led on the EIA and HRA, including providing subject matter expertise, authoring documents and leading on stakeholder consultation across a range of onshore and offshore technical topics. The examination phase ran from September 2024 to March 2025.

  • The proposed 2.9 GW Morven Offshore Wind Farm, a 50:50 joint venture between EnBW and JERA Nex bp.

  • The Morgan and Morecambe Offshore Wind Farms Transmission Assets Project, which could connect the Morgan Offshore Wind Project: Generation Assets and Morecambe Offshore Wind Farm: Generation Assets to the National Grid.

  • The proposed 1.5 GW  Mona Offshore Wind Project, a 50:50 joint venture between EnBW and JERA Nex bp. Mona  is the sister project of Morgan and received consent in July 2025. Mona went from lease award to consent faster than any other UK offshore wind farm.
