Hastings Secondary College Upgrade and PCYC Multi-Sports Facility
School Infrastructure NSW engaged RPS to provide project management and contract administration services for later-stage delivery of the Hastings Secondary College upgrade and PCYC multi-sports facility in Port Macquarie.
RPS was appointed as Project Manager for Phases 7 to 9, covering construction services, handover and commissioning, and defects liability period support. The engagement involved project management of two GC21 Design and Construct contracts, with two main contractors delivering works across the Port Macquarie Campus, Westport Campus and the new multi-sports facility joint venture with PCYC.
The broader project upgraded education and community facilities across the two school campuses, including modern classrooms, specialist learning facilities and a shared-use sports facility. RPS’ role focused on providing the project management structure, contract administration and delivery support needed during a complex construction, handover and commissioning phase.
The challenge
RPS was engaged during an active and complex delivery phase, with partially constructed works already underway across two operating school campuses.
The project involved multiple work packages, two main contractors and a complex planning approval environment, including Complying Development Certificates, a Development Application and a State Significant Development Application. The scope also required staged delivery and handover so that school operations could continue while construction progressed.
RPS also needed to support the client through contract administration and issue resolution during a period where a significant number of contractual matters had been raised. The challenge was to bring structure, continuity and clear project management support to a live education environment with limited tolerance for disruption.
Our approach
RPS provided project management and contract administration services across construction, handover and commissioning, and the defects liability period.
Working with School Infrastructure NSW, RPS managed the delivery interface across two GC21 Design and Construct contracts. This included supporting the client with construction phase coordination, contract administration, staged handover requirements, commissioning activities and defects liability period processes.
RPS also supported the School Infrastructure NSW Senior Project Director with the resolution of contract issues associated with one of the main contractors. This required a practical, disciplined and responsive project management approach, with clear attention to contract obligations, staging requirements and the operational needs of the school.
Throughout the engagement, RPS focused on maintaining delivery momentum while supporting safe staged access and handover in an operating school environment.
The result
RPS supported School Infrastructure NSW through the later stages of a complex education infrastructure upgrade, providing project management and contract administration across construction, handover, commissioning and defects liability period activities.
The engagement helped bring continuity and structure to a project that was already underway, with RPS taking responsibility for managing key delivery-phase processes across two school sites and two Design and Construct contracts.
The broader project has delivered upgraded facilities for Hastings Secondary College and the Port Macquarie community, including new and upgraded learning spaces, specialist facilities and a shared-use PCYC multi-sports facility. RPS’ contribution was focused on helping the client manage the delivery, staging, contract administration and handover requirements needed to progress works in a live school environment.
The project demonstrates RPS’ ability to step into complex education infrastructure programs during critical delivery phases and provide the practical project management, contract administration and handover support needed to help clients maintain control.
