
CarbonNet Regulatory Approvals and Land Access Support
The Department of Jobs, Skills, Industry and Regions is progressing CarbonNet, an ongoing government-funded carbon dioxide transportation and storage project in Gippsland, Victoria.
The project involves the proposed transportation of CO2 through an onshore and offshore pipeline network, with storage in a geological formation in the Gippsland Basin. As a complex energy transition project, CarbonNet requires careful coordination of environmental approvals, technical studies, regulatory processes and land access activities.
RPS is the Managing Contractor leading the Regulatory Works Package team, which includes sub-consultants AECOM and CNC Project Management. Our role includes project management, implementation of best practice PMO controls, regulatory approvals support, technical studies, land access and acquisition, and project reporting through myProjects.
The challenge
CarbonNet has a complex regulatory pathway across onshore and offshore environments, with multiple approvals, technical workstreams, stakeholders and land access requirements needing to progress in a coordinated way.
The project required a delivery partner that could manage the Environmental Effects Statement process, pipeline licence application, offshore infrastructure and injection licence activities, and access to land for investigation works and easement acquisition.
The challenge was to provide clear project leadership across a technically complex and highly regulated program of work, while maintaining transparent reporting, managing risk to program and supporting value for government.
Our approach
RPS established a structured project management approach for the Regulatory Works Package, applying best practice PMO controls to support planning, governance, risk management, reporting and decision-making.
As Managing Contractor, our team coordinates the Regulatory Works Package team and manages the interface between technical studies, environmental approvals, land access and acquisition activities. This includes working with specialist sub-consultants to progress the project’s primary regulatory approvals and associated land access requirements.
RPS is also using myProjects as the primary project management and reporting tool for the Regulatory Works Package. This provides integrated, transparent and real-time visibility across program, risk, actions, deliverables and reporting activities, helping the client maintain control across a complex package of work.
The result
RPS’ support is helping the Department of Jobs, Skills, Industry and Regions navigate the regulatory and land access pathway for a complex carbon transportation and storage project.
Through disciplined project management, PMO controls, technical coordination and transparent reporting, our team is supporting the delivery of the Environmental Effects Statement process, licence application activities, technical studies and land access requirements.
As the project continues, RPS is helping provide the structure, reporting visibility and delivery discipline needed to manage risk, support informed decision-making and progress an important energy transition project for Gippsland and Victoria.
