Capability Audits
RPS offers Capability Audits to assess the level of oil spill preparedness for companies and agencies. These gap assessments are determined through an evaluation of the following key elements:

Following standard auditing procedures, RPS provides reports and recommendations in line with international and U.S. best practices. Limitations or gaps can be addressed, and opportunities for further enhancements are maximized.
Response Plan Development
RPS is highly experienced in the production of response plans for both government and private sector clients. Our background ranges from National Spill Contingency Plans to Oil and Gas and Offshore Wind Oil Spill Response Plans (OSRPs), Vessel Response Plans (VRPs), Facility Response Plans (FRPs), and Spill Prevention, Control, and Countermeasure (SPCC) plans. Our regulatory knowledge and experience ensure that all plans are produced in line with current regulatory requirements and expectations. We liaise with the appropriate regulatory bodies to ensure both the content and layout of plans are met or exceeded prior to submission.
Oil Spill Modeling
Electronic preparedness tools can add an extra dimension to oil spill preparedness. Sophisticated oil spill modeling software forms an integral part of risk assessments, oil spill contingency plans, exercises, and actual responses. We provide technical support and advice in running and interpreting our industry-standard oil spill models for clients. RPS is unique in the industry with its ability to provide oil spill modeling and response planning services. We are a one-stop shop for all of your response planning needs.
Incident Command System (ICS) Training
RPS is excited to launch a new service teaching accredited Incident Command System (ICS) training courses. ICS is an internationally-recognized system used to organize and manage both emergency incidents and planned events. Implemented for a variety of incidents worldwide, the National Incident Management System (NIMS) ICS is mandated by Homeland Security Presidential Directive 5 (HSPD 5) for federal, state, local agencies, and tribal governments to manage emergencies in the United States. RPS now offers ICS training courses taught by instructors who are certified by the U.S. Federal Emergency Management Agency (FEMA ) and the U.S. Coast Guard (USCG). Team training, position-specific courses, and general courses are available, including ICS-100, ICS-200, ICS-300, and ICS-400.
Exercises
RPS is experienced in the development and execution of oil spill and emergency response exercises. Exercises offer numerous learning opportunities that serve to validate preparedness arrangements, thus ensuring an effective and rapid response. These events encourage team building, good working relationships, and familiarization of roles amongst people who are likely to be involved in a real incident. Exercises can be tailored to your requirements ranging from a simple tabletop simulation to a full-scale incident management team exercise.
On-Call Modeling and Incident Management Support
In addition to providing advice and documentation, RPS can provide on-call support from our South Kingstown, RI office for modeling and incident management establishment support. Effective planning and training for emergencies are critical to successful response execution. In turn, your organization’s response to an oil spill event may have a far-reaching impact on its local, national, and international reputation. The International Convention on Oil Pollution Preparedness, Response and Cooperation (OPRC 1990), sets the framework for oil spill preparedness internationally. The National Oil and Hazardous Substance Pollution Contingency Plan (NCP) is the United States Federal government’s standard for responding to hazardous substance and oil spills in the environment. RPS services meet all requirements for both the OPRC and the NCP.
