Woolwich Exchange is a residential-led mixed-use development spanning 2.3 hectares of regeneration. Working with St Modwen and one of London’s largest housing associations, Notting Hill Genesis, we are providing project management and cost consultancy services for the scheme to develop 801 new homes.
This ambitious development aims to create an active and dynamic place, attracting residents and visitors alike. The regeneration of Woolwich town centre will provide retail, restaurants, flexible office space, a children’s nursery, a 5-screen cinema and new green public realm. All homes will be built to zero carbon standard and well insulated, designed to recycle any excess heat energy generated.
Woolwich Exchange will transform the surrounding area, whilst preserving its history and notable cultural assets. The Grade II listed covered market with an original lamella frame roof will be a focal point and act as a hub of new activity, bringing £400 million investment to the area.

Challenge
We have overcome many challenges along the way including preserving major heritage structural assets, particularly related to the covered market and its lamella frame constructed in 1936. This is one of the first known examples in England of its kind.
The mechanical, electrical and plumbing (MEP) strategy has also proved particularly challenging, requiring the installation of a 5th Generation Heat Network to significantly reduce thermal losses.
Solution
We developed solutions to protect this impressive heritage asset, working closely with Historic England, our structural engineering partners and heritage architects.
From a commercial perspective, we delivered a process with no surprises from day one. Our approach has centred on an open book and transparent build-up of costs, neatly tied into the evolving design.
We have collaborated with MEP specialist Sweco throughout the design by sharing benchmark data and exploring value engineering opportunities.
To retain our position as a partner of choice with St Modwen and Notting Hill Genesis, we have prepared a route map for building on momentum in post-planning, including developing optimal main contractor procurement routes, refining design and shortlisting surveys to de-risk delivery.
