The successful promotion of Churchlands, a large urban extension in Cardiff

We continue to play a key role in the successful promotion of a large-scale urban extension for up to 5,000 dwellings in North East Cardiff. We have supported our client throughout the planning process and our technical input and project management abilities have been acknowledged as critical to the delivery of the project to meet contractual deadlines. In recognition of this, we were awarded Redrow Homes (South Wales) Consultant of the Year.

Challenge

In conjunction with the promotion of the site through the preparation of the Cardiff Local Development Plan, we acted as the lead consultant in the submission of a hybrid planning application for the first phase of the North East Cardiff Strategic Development site comprising 1000 homes, primary school, village centre and highway and drainage infrastructure works.

The planning application was submitted in advance of the adoption of the Council’s LDP and was subsequently allowed on appeal when the Council failed to determine it within the statutory and agreed extended time period. An ‘alternative’ application which was the product of extensive additional communication during both the determination period for the original planning application and the pre-application stage of the revised application was undertaken to ensure the proposals were agreed in principle by the Council in advance and capable of being approved.

Solution

We continue to be involved in the project and have secured Reserved Matters approval alongside the discharge of conditions for a number of the early phases of the site as well as advising on the strategy for the delivery of later phases.

We have gone to great lengths to work proactively with the Council and statutory consultees to demonstrate how the proposed development would deliver the aspirations of the development plan allocation and statutory obligations, provide much needed housing for the city and also deliver a new comprehensive community within North East Cardiff where people wish to live.

Planning permission for “Churchlands”, the first phase of the allocation for 1000 homes has been secured. We project managed the preparation of the application documentation which was supported by an Environmental Impact Statement.
