
Seqwater Capital Delivery Transformation Project
Seqwater is increasing the volume of capital works undertaken across its asset base to support reliability, meet forecast demand from South East Queensland’s growing population and sustain critical water infrastructure.
RPS was engaged to support capital delivery transformation by establishing program business cases for a suite of capital and digital programs. The work involved packaging and organising related work into agreed programs as part of program initiation and investment planning.
RPS’ role focused on business case coordination, program definition, stakeholder alignment, financial modelling and preparation of investment planning material to support government decision-making.
The challenge
Seqwater manages a large and complex water infrastructure asset base, including ageing and inherited assets, while also needing to invest in future water security for a growing population.
The capital delivery transformation project needed to bring structure to a significant pipeline of works across capital programs and digital programs. This included dams, weirs and civils; bulk water network; energy and electrical; water treatment plants; control systems asset replacement; operational technology; cyber security; and business systems.
The challenge was to develop clear, evidence-based program business cases that met state requirements, aligned stakeholder inputs and created a practical investment pathway across multiple programs, projects and tranches of work.
Our approach
RPS led, managed and coordinated the project management processes and activities required to deliver program business cases in line with state requirements.
The team engaged with internal and external stakeholders to source inputs, build alignment and coordinate business case content. This included reviewing existing studies and background information, developing program briefs, preparing initial program strategies, target operating models and program management plans.
RPS also produced Investment Logic Maps and Benefits Profiles based on the Business Case Development Framework Benefits Management Guide, helping link program investment to clear problems, benefits and outcomes.
A key part of the work involved developing flexible program financial models that could be regularly updated across programs, tranches and projects, and aligned with corporate financial reporting requirements for both capital and operational expenditure.
RPS compiled the business case material to a high standard, including drafting, editing and graphics, while drawing on technical expertise and existing relationships across water infrastructure delivery to support practical and efficient program development.
The result
RPS helped Seqwater develop a structured program of works to streamline investment logic and prioritise activity according to critical needs and early benefits.
The engagement supported a clearer approach to program initiation and investment planning across both capital and digital programs, helping organise complex work into a more coordinated and decision-ready structure.
By combining business case management, program planning, financial modelling and stakeholder coordination, RPS helped Seqwater strengthen the foundations for future capital delivery and improve alignment between investment planning, business needs and implementation outcomes.
