Laindon Shopping Centre is a flagship regeneration scheme by Swan Housing Association at Basildon. The scheme will rejuvenate the Laindon High Street by providing a new supermarket and shops, health centre, 224 new homes and Swanโs Head Office. We are advising on the planning strategy to achieve a number of amendments to the original scheme, and coordinate and monitor the successful discharge of planning conditions across the implementation stage.

We have led extensive negotiations with Basildon Borough Council to discuss the detailed design of the scheme, including amendments to facilitate the use of a modular structure. We are engaged with the Council and the construction team throughout the implementation stage, a fast-moving process given the speed of delivery offered by the modular build structure.
The regeneration scheme has received great interest from Basildonโs Councillors, local residents, and the future occupiers, including a supermarket and a health centre.
Our technical teams have been involved from the beginning of the scheme design in terms of highway, trees, energy, flood risk, ecology and noise. Our transport team has been leading in-depth discussion with Essex County Council regarding the detailed highway design.
We advised on the best strategy to deal with the planning conditions which included changing the phasing plan and the trigger points on some conditions so they could be dealt with later in the implementation process. We also negotiated a Section 73 minor material amendment application which included a variety of changes to the scheme such as the energy strategy, modular structure, landscaping details and material alterations.
Due to the complex nature of the scheme involving numerous phases and sub-phases, we have established an in-depth understanding of the scheme, the key construction delivery dates and the interlocking relationships between different elements. ย
This facilitates the optimum planning strategy to secure consent for an additional block of flats to increase the number of units through the course of construction.
