We secured planning permission for the development of an underused brownfield site at the centre of the Hanger Lane Gyratory in the London Borough of Ealing.

The consent is for up to 565 student bedrooms, on site education facilities and supporting commercial uses in a building up to 13 storeys in height. New areas of public realm were provided sheltered from the adjoining highway.
The scheme was GLA (Greater London Authority) referrable and we worked closely with stakeholders including the Council, Transport for London and High Speed 2 to agree an appropriate design and operating strategy.

The site is situated at the centre of the Hanger Lane Gyratory, a six-lane circular highway at the intersection of two of London’s key arterial vehicular routes; the A40 Western Avenue and the North Circular Road. In the first instance it was necessary to agree with the Council that the site would be suitable for development and, given the challenging environmental conditions arising from the adjoining highway, appropriate for resident use. The access, servicing and on-going operation would be challenging given its location and the congested nature of the road network.
A Site of Importance for Nature Conservation and land safeguarded for HS2 works, the site also adjoins National Rail and London Underground rail lines. Furthermore, standing significantly taller than existing buildings in the local area, it is in the setting of numerous heritage assets.
We worked closely with the Council and TfL to agree the principle of the development and establish a framework for vehicular servicing and access. From there, we progressed the design, optimising development on the site whilst ensuring that it was appropriate in terms of townscape and design, an appropriate residential environment, and safeguard local highways and rail infrastructure.
A bespoke development designed to meet the needs of a specific operator, the scheme included on-site education facilities for residents. Whilst the GLA were initially concerned about this use, we ultimately secured buy-in for this innovative new offer.
A comprehensive package of enhancements and benefits were presented to the key stakeholders and agreed through a series of workshops with the Council, GLA, TfL and HS2 including a high quality design, the protection of existing environmental assets, provision of affordable student accommodation, new employment, and public café and gym facilities.
The development was approved by Ealing’s planning committee and is currently under construction.
