RPS was retained to facilitate the purchase and redevelopment of a former automobile salvage facility along the Atlanta Beltline, a comprehensive redevelopment program along former railroad corridors, in downtown Atlanta.
Prior use of the site included automobile repair, storage, and fueling via several underground storage tanks. RPS worked with the purchaser to enroll the site in the Brownfield Program and development of a Prospective Purchaser Corrective Action Plan (CAP), which included installation and sampling of 16 soil borings and seven permanent monitoring wells to fully characterize site conditions and any impacts.
Additionally, RPS oversaw the removal of one legacy UST remaining at the site. The tank was removed from the ground and the tank pit was over excavated to remove remaining impacted soils for disposal off-site. Confirmatory sampling indicated the removal of the source impacts below regulatory scrutiny levels and RPS worked with the client to enroll the site in the Georgia UST Management Program (USTMP) and receive regulatory closure for the legacy UST.
The client later purchased an adjoining parcel and RPS prepared a CAP Addendum for 1319/1321 Pryor Road. Additional investigations and corrective measures were implemented to meet residential criteria. RPS submitted a Compliance Status Report documenting Brownfield activities for review by EPD. On December 17, 2020, the Georgia EPD issued a “limitation of liability” for 281 Manford Road and 1319/1321 Pryor Road. The property now meets unrestricted use criteria and can be redeveloped to suit client needs.
