Set to become Townsville’s largest masterplanned community, Elliot Springs features one of the largest mixed-use hubs in Queensland and will one day be home to more than 26,000 people.

 

Challenge

Planned for staged development over the next 30 years, our planning, urban design, survey, landscape architecture and environmental specialists have been supporting Elliot Springs’ design and development since 2014.
Drawing on decades of experience supporting masterplanned community development across North Queensland and beyond, our team works closely with developer Lendlease to navigate planning, approvals and design processes, while creating a thriving community that’s sensitive to local conditions, prioritises connectivity and facilitates economic growth for the region.

Solution

RPS has played a leading role in securing the approvals needed to drive Elliot Springs’ sustainability goals, including the community’s first Reconfiguring A Lot (RAL) and Environment Protection and Biodiversity Conservation (EPBC) approvals.

To help Lendlease subsidise the front end cost of such a large community, our planning team has prepared various elements of the Infrastructure Agreement while supporting the developer to navigate the state and federal conditions required to secure an extra 63Ha of developable land.

Shaping the community from the earliest phases, our urban designers have been leading design processes across the 1,650Ha site. Encouraging active living through the utilisation of large outdoor spaces is a foundation principle for the design, and our response includes standout features such as:

  • A natural green corridor that allows residents to traverse the community from end to end
  • A new sub-regional town centre uniquely positioned alongside a recreational park and regional sporting facilities
  • 550Ha of open space that will include 23 local parks and six district level sports and recreation parks.

As this new community thrives, our experts will continue to provide a range of design and development services for Elliot Springs and contribute to Lendlease’s yearly reporting in relation to cost analysis, yield and land budgets.
