Challenge

The site at Wonastow road, Monmouth was the subject of a strategic site allocation to include six hectares of employment land in the Local Development Plan (LDP). Shortly before the LDP examination started, South Wales Land and Development Ltd and Barratt required an outline application to be submitted as swiftly as possible.

Objectors and the promoters of other sites submitted statements questioning the delivery of the site, requiring RPS to defend the proposed allocation of the site in the development plan.

Solution

RPS submitted a planning application prior to the commencement of the examination to illustrate how the site could be delivered. The application was submitted and validated within six weeks of the instruction. We also attended the LDP Examination and fielded comments and objections to the inclusion of the site in the LDP.

RPS acted as design coordinators for the masterplan and prepared the Design and Access Statement in a close working relationship with the wider team.
