Tetra Tech RPS Energy contributes to major milestone for Liverpool Bay CO2 T&S Project

The Liverpool Bay CO2 T&S project provides the backbone for the HyNet Industrial Cluster by repurposing existing infrastructures to transport captured CO2 to storage – a process known as Carbon Capture and Storage (CCS). This will provide the transportation and storage infrastructure to serve the HyNet North West Industrial Decarbonisation Cluster, an internationally significant project that forms part of the UK’s strategy to reduce industrial carbon emissions. The UK Government has allocated £21.7 billion of funding for the country’s first two CCS Clusters (HyNet and East Coast Cluster – known as Track 1), to be invested over a 25-year period.

Tetra Tech RPS Energy was commissioned by Liverpool Bay CCS Limited (a member of the Eni SpA group) to deliver the Environmental Impact Assessment (EIA) for the offshore components of the Liverpool Bay CO2 T&S project. As part of this process, the project submitted an offshore Environmental Statement, leading to a grant of consent to develop in March 2025 after regulatory review and consultation.  This approval marked a major step in enabling UK carbon capture and storage infrastructure and facilitating this project's progress toward financial close.

The offshore Environmental Statement is a vital part of ensuring development projects meet the highest regulatory and environmental standards. Tetra Tech RPS Energy delivered a high-quality Environmental Statement whilst working to a tight deadline to meet the requirements of two different consenting authorities. We comprehensively addressed regulatory queries through expert-led environmental assessment and consultation. Topics included potential impacts on marine biodiversity, offshore ornithology, commercial fisheries, and other critical environmental factors.
