RPS Welcomes Matt Palmen as Technical Director to Advance Strategy & Investment Team

RPS is pleased to announce that Matt Palmen has joined the company as a Technical Director within our Strategy & Investment team. With over 20 years of consulting experience, Matt brings deep expertise in infrastructure, economic, and public sector advisory, spanning project and business case development, funding and financing, procurement, and delivery of transformative economic and social infrastructure projects.

Matt’s extensive portfolio covers major projects and programs across road, rail, ports, health, housing, energy, and precinct developments. He also provides economic, regulatory, and policy advice on critical issues including regional innovation and enterprise, land tax reform, digital transformation, and broader economic development strategies.

Some notable career highlights include leading implementation and funding and financing efforts for a major sporting event legacy, conducting economic and market analysis for investment precincts, and supporting digital skill development and innovation ecosystems in various regions. Matt analysed workforce trends following the COVID-19 pandemic and led business case development for significant infrastructure projects, including major road improvements and arterial road programs.  He has supported digital transformation initiatives for public sector services.

A strong advocate for evidence-based decision making, Matt has published thought leadership on innovation economics, urban resilience, infrastructure funding, geographic inequality, and the future of cities and mobility.
