About Ray
Ray is a highly experienced portfolio and program management leader with more than 25 years of experience spanning government, defence, infrastructure, and private sector environments. With a background in aerospace engineering and an MBA focused on project management, Ray brings a strategic, disciplined approach to the design, governance, and delivery of complex programs across multiple sectors.
Throughout his career, Ray has led the development and implementation of enterprise program management capabilities, working with senior stakeholders to shape strategic outcomes, manage risk, and deliver lasting value. He has particular expertise in enterprise PMO establishment, capability maturity uplift, and transaction advisory, and is known for building high-performing teams that consistently deliver against performance, cost, and schedule targets.
Ray’s leadership is underpinned by strong commercial acumen and a deep understanding of integrated program planning, stakeholder engagement, risk assurance, and benefits realisation. As Technical Director at RPS, he supports clients in navigating complexity and aligning program delivery with strategic priorities, particularly in the Defence, government, and major Infrastructure sectors.
