By 2030 the government, as part of the Levelling Up agenda, has stated that every part of England that wants a devolution deal will have one. At present, only 41% of the English population is covered by a devolution deal, with London, Greater Manchester, and the West Midlands responsible for almost two-thirds of this. But the West Midlands doesn't currently have the same range of powers as its devolved counterparts.
