Dr. Horn is a Director on the executive team for RPS OS in South Kingstown, RI and a manager of a team of expert scientists, engineers, and software engineers. He is a Principal Scientist, specializing in unmitigated and response mitigated oil and chemical trajectory, fate, and effects modeling. Dr. Horn works internationally on a wide range of modeling experience both on land and into water, including freshwater environments (river and lake), estuarine, coastal, and offshore marine. He predominantly focuses on large-scale projects requiring numerous assessment types, regulatory and stakeholder engagement, strategies to effectively communicate complex technical topics, and navigating aspects of environmental law and legal challenges.
Dr. Horn worked extensively on the Natural Resource Damage Assessments (NRDA) for the Deepwater Horizon oil spill and provided evidence and expert testimony for numerous regulatory hearings in Canada and the U.S. related to offshore exploration and development, pipeline projects, and rail. A large focus of his work is on Environmental Impact Statements (EIS) and Ecological and Human Health Risk Assessments (EHHRA) related to hydrocarbon and sediment/mud releases onto land and into water from pipelines, rail corridors, facilities, and offshore infrastructure related to oil and gas exploration, development, and transport. Dr. Horn provides modeling contributions and technical documentation for Environmental Impact Assessments (EIA), Risk Assessments (RA), and Net Environmental Benefit Analysis (NEBA), among others.
Dr. Horn received a B.S. in Science of Earth Systems, focusing on oceanography and climate dynamics from Cornell University in 2004, with distinction in research. He received a Ph.D. in oceanography from the University of Rhode Island, Graduate School of Oceanography in 2011. He has a strong interdisciplinary background and expertise in developing, testing, and maintaining proprietary software used in modeling.
