Tim leads the RPS Commercial Fisheries team based in Chepstow, UK. He has over 40 years’ experience in Fisheries Enforcement, Marine Management and Policy at local and national level. At RPS, his team supports national and international projects.
Tim has an MPhil in Mariculture and a BTEC in Marine Engineering. Placing strong emphasis on effective communication and listening, he has worked with a diverse range of stakeholders, from local fishermen and fishing industry representatives to NGOs, the public, academic research organisations, ministers, local government and other government departments and delivery bodies.
Tim has a proven track record of delivering change programmes and developing high-performing organisations and teams across projects and policy. He has led service improvements across the UK government marine system, delivering value for money in a rapidly changing political environment. He has also supported reform of key government delivery bodies, agencies and regulators and led delivery of key marine environment protection regulations following the UK’s exit from the European Union in 2016. His experience includes working at Senior Government level, with other UK government departments and with Devolved Administrations. He also developed and led the Devon & Severn Inshore Fisheries and Conservation Authority (IFCA), a new organisation created under the Marine and Coastal Access Act 2009.
