RPS was appointed to carry out a Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) of the development of the New Major Sources Water Supply for the Greater Dublin Region.

The purpose of the Plan was to assess the long-term water supply needs of the Dublin Region (Water Supply Area) in the context of projected economic growth strategies for the region and current / projected water supply & demand management initiatives.

In addition, examine alternative river catchment sources (River Boyne, Barrow, Slaney, Suir and Shannon) and recommend a preferred new water supply scheme (to meet long-term water supply needs) and evaluate the technical, environmental, economic and socio-economic (stakeholder) aspects of the new scheme. Ten water supply options were subsequently examined in detail and were tabled for public consultation. These included alternative river sources and desalination in Dublin Bay.

The recommended preferred option emerged from a detail option assessment process which included technical, environmental, economic, socio-economic and risk assessments combined with analysis of significant feedback from stakeholders and the general public in respect of the options.
