RPS was engaged by Quest Apartment Hotels to provide urban planning consultancy for a new hotel and mixed-use development in the heart of Brisbane’s Kelvin Grove Urban Village.
A 10-storey development, Quest Kelvin Grove includes 85 serviced apartments, conference facilities and a range of shared recreation spaces.
With strict local planning conditions in place for Kelvin Grove as a master planned precinct, RPS had the challenge of ensuring built form outcomes aligned with the overall vision for the community and the intent of local area design guidelines.
Not only did our Planning team lead negotiations with Brisbane City Council to gain local government approval, they also played a pivotal role in the unique design review process required for proposed developments under the Kelvin Grove Urban Village Design Guidelines.
As design work for the Quest development advanced, several rounds of formal consultation were undertaken with the Queensland Government Departments of Communities and Public Works, along with representatives from the Queensland University of Technology - a key partner in the overall development of Kelvin Grove Urban Village.
Specific aspects of the design that were negotiated by RPS included the building’s height and density, which exceeded those initially set out in the local plan.
Through productive discussions and collaboration with stakeholders, our team was able to demonstrate that the Quest’s design was consistent with Kelvin Grove Urban Village’s local character and identity, and that the development represented a significant opportunity to enhance amenity for residents and visitors.
