RPS has developed Guidance Documents and Assessment Tools for the Environmental Protection Agency on Environmental Liability Risk Assessment (ELRA), Residual Management Plans (RMP) and Financial Provision (FP). All three conditions are requirements to varying extents of EPA IPPC and Waste Licensed facilities in Ireland.

The project involved three main stages:

International review of Best Practice in North America, Australia, New Zealand, the UK and Continental Europe

Development of Guidance Documents and Assessment Tools for Licensees and EPA Inspectors

Development and delivery of a training programme to Inspectors and Licensees across the country

As part of the project, RPS developed an innovative way to streamline the assessment and reporting process for licensed facilities by creating a risk-screening methodology to simplify the overall process for low and medium risk facilities.
