The Inclusion of Externalities in the ELL Calculation

Project: Development of a best practice Guidance Document for Water Company application in PR09 providing methods for the assessment of environmental, social and carbon impacts in their calculations of economic levels of leakage.

Role: Strategic Consultancy, Environmental Economics and Carbon Impact.

Clients: Water Services Regulation Authority (Ofwat)

Results: Application of the Guidance will ensure that Water Company targets take full account of both private and external costs and lead to socially efficient levels of leakage.
