Corrective Action

Motiva Enterprises LLP – Impoundment Investigation and Corrective Measures Implementation
RPS is engaged in an ongoing project to evaluate sediments/wastes in a 54-acre surface impoundment previously used for disposal of biological treatment sludges for Motiva Enterprises LLP and develop a Corrective Measures Implementation (CMI) Plan for the impoundment. The evaluation includes the identification of chemicals of concern (COCs) in sediments and wastes and assessment of the vertical extent of COCs. The sampling plan included surveyed soil borings, logged by a professional geologist completed using a push type drilling rig or barge operated drill rig (depending on conditions at each boring site). The CMI Plan will include an evaluation of the sediment/waste material data and it will propose a corrective measure for the impoundment allowing a portion or all of the impoundment to be converted to a non-hazardous unit for the treatment of wastewater treatment system sludges.

Raytheon Company – Soil and Groundwater Sampling Plan and Remediation
A risk assessment for soil and groundwater contamination was conducted for this industrial site under the TCEQ Voluntary Cleanup Program. A sampling plan for chemicals of concern (COC) in soil and groundwater included Skinner List volatile organic constituents, chlorinated hydrocarbons, and hexavalent chromium. Indoor air was also evaluated. Site-specific Medium-Specific Concentrations for the following pathways were calculated using the protocol in the Texas Risk Reduction Program: (1) inhalation of volatiles from groundwater; and (2) inhalation of volatiles from subsurface soil. A Conceptual Exposure Assessment Model (CEAM) Report was prepared and submitted to the TCEQ (then the TNRCC).

Valero Refining and Marketing Company – Petroleum Refinery Due Diligence
RPS was retained to support Valero’s corporate staff in their evaluation of the environmental liabilities associated with purchases of refineries nationwide. RPS provided the support necessary to evaluate economic liabilities associated with air, water quality, and solid waste programs of these facilities in a manner that is consistent with the specific purchase agreements. RPS assisted Valero in evaluating the following refineries:

Basis Petroleum, Inc. (Texas City, Houston, and Krotz Springs, Louisiana)

Shell Anacortes (Washington)

Mobil Paulsboro (New Jersey)

Exxon Benicia (California)

Coastal (Corpus Christi)

Orion Norco (Louisiana)
