arc21 Residual Waste Project

RPS were appointed as Lead Technical, Planning and Environmental advisors for arc21 for the procurement of residual solid waste treatment infrastructure in March 2008.

arc21, a partnership of eleven District Councils in the Eastern Region of Northern Ireland, was formed as a result of the Waste Management Strategy for Northern Ireland (2000), which recognised that District Councils should work together to allow effective strategic planning for waste management and achieve economies of scale. arc21 includes the following Councils; Antrim, Ards, Ballymena, Belfast, Carrickfergus, Castlereagh, Down, Larne, Lisburn, Newtownabbey and North Down. The area represents approximately ½ the waste generated in Northern Ireland.

The development of residual waste infrastructure within arc21 will ensure the development of a sustainable waste management solution for the region and compliance with the Northern Ireland Landfill Allowance Scheme (NILAS). The project is likely to include mechanical biological treatment and energy from waste facilities. The long term contract to include design, build, finance and operate is currently being procured through a competitive dialogue process and is estimated at over £1 billion. To date six organisations have been shortlisted to progress to the dialogue stage.
