HSE Management Systems
Policy and Management Systems translate a company's business objectives into pragmatic strategies, plans and actions. We will help our client develop Policy and Management Systems, facilitate their full integration into the company's business systems, advise on the organizational aspects, assist with the practical aspects of implementation and, finally, assist in setting and monitoring performance standards. Where companies have existing systems in place and wish to bring these into line with national or international standards we will undertake a Gap Analysis comparing existing systems to published standards, such as ISO 14001 and EMAS, and define the program required to bring the company into line with the required system. When developing management systems, RPS encourages accessibility and ownership of the system at all levels within the company. To promote this we encourage a facilitated approach combined with a style of presentation (either documented or electronic) which is concise and illustrative.
HSE Project Management
Effective management of environmental, health and safety (HSE) issues in a development project is vital. However, each project has a unique set of HSE expectations determined by the project's scope and schedule. These expectations are set within a framework of legislative requirements, industry guidelines and Company standards. The integration and management of HSE from project conception through all phases of project development will ensure that project goals are met without compromising safety or the environment.
RPS can undertake the management of all health, safety and environment work required for such development projects. Typically, this involves a dedicated RPS consultant working directly with the development project team and who provides the interface with the RPS specialist teams as and when needed.
HSE Audits
Auditing is an integral part of a Company's Management System. However, audits are conducted for a number of reasons; for example in the acquisition or disposal of an asset, an objective assessment of a facility or operation is often a requirement for due diligence and 'duty of care'. Audit can also provide a measure of compliance with a management system, process or regulation and give the necessary feedback for measuring continuous improvement. Another frequent use of audit is in contractor management where the service or facility under contract is assessed against the clients standards. RPS with its extensive experience will tailor the terms of reference and scope of an audit to meet the clients exact requirements. Our audit reports are well structured and can include a purpose designed quantitative measure of compliance.
EIA's and Environmental Statements
The Environmental Impact Assessment (EIA) process is an important management tool ensuring that the potential environmental hazards and effects arising from a proposed project are identified and evaluated and that appropriate control measures are implemented. EIA's generally follow a standard methodology encompassing data gathering, the assessment process, proposing appropriate mitigation, documenting and presenting findings and follow-up monitoring of proposed actions. RPS has extensive experience of undertaking all aspects of the EIA process for both onshore and offshore oil and gas projects worldwide.
Regulatory & Policy
Compliance with host country regulations is a prerequisite to any health, safety and environmental program. RPS provides clients with clear advice on the latest regulations at a national and international level so that plans for the future can be made and necessary changes integrated into the company policy and management systems. RPS will research and review the legislation and regulations of each country where a client has interests and highlight any areas within the business which require compliance. The International Oil Pollution (Preparedness and Response) Convention 1990 established the need for individual spill plans for all oil handling facilities. This has been implemented in regulatory form by individual countries (for example in the UK as the Merchant Shipping (Oil Pollution Preparedness, Response and Co-operation Convention) Regulations 1998) and sets the standard required of oil spill plans. Effective planning and training for emergencies are critical to successful response execution. In turn, your company's response to an oil spill event may have a far reaching impact on its local, national and international reputation.
