Energy from Waste (EfW) is just one facet of the waste sector but allows RPS to demonstrate class leading credentials in all areas of development and planning.

RPS has acted as planning consultants on scores of EfW projects ranging in size from small scale gasification plants to the largest facilities with through puts of 750,000 tpa.

In addition, our in house environmental teams which include Ecology, Air Quality, Landscape Architects, Archaeology and Hydrology have produced many Environmental Impact Assessments and permitting applications.

Finally our design teams have produced some of the most recognisable designs of waste facilities in the country from our award winning teams of Architects and Civil and Structural Engineers. Combine that with our Building Services Engineers, Fire Engineers and CDM Co-ordinators, RPS are by far the most integrated and experienced consultant in the waste sector.

Brig y Cym

Brig y Cym Energy from Waste, Merthyr Tydfil

Covanta UK Ltd

RPS acted as lead consultant for the proposed EfW facility which will process 750,000tpa of residual waste and producing a combined power output of 108 MW of electricity and heat for local industries.

RPS was commissioned to prepare an Infrastructure Planning Commission DCO application and associated Environmental Impact Assessment for the proposed development.

The DCO application was submitted in December 2010 and accepted in January 2011. RPS assisted Covanta in taking the application through the IPC determination process until Covanta withdrew the application in September 2011.

The project drew upon a full range of technical expertise including Waste, Air Quality, Ecology, Visual Impact, Transport and Noise.

Kemsley Paper Mill

Kemsley Paper Mill, Kent

E.On

RPS submitted a full planning application supported by an Environmental Impact Assessment to secure planning approval for a Sustainable Energy Plant.

RPS' multi-disciplinary team of planning consultants, environmental specialists and designers prepared and submitted a planning application for the plant, to provide steam and electricity to Kemsley Paper Mill in Kent. The application was unanimously approved by Kent County Council.

The EIA element considered the likelihood of significant environmental effects occurring at the site itself as well as the surroundings, and with mitigation measures incorporated it is deemed that any effects are at acceptable levels. Our EIA demonstrated that the proposed SEP will result in beneficial environmental effects by:

Securing a sufficient and reliable energy source for a high intensive energy user

Significant Contribution to Renewable Energy Targets

Diversification from fossil to low carbon energy source.

Utilising waste that would otherwise be land filled managing waste through recovery in the waste hierarchy.

When fully operational the SEP will have net generation capability of 48.5 MWe. Low carbon and renewable energy generated by the SEP is categorised as Good Quality CHP.

Lostock Power Station

E.On / TATA Chemicals

RPS has coordinated the consenting application, undertaken an Environmental Impact Assessment and produced an Environmental Statement for a proposed 49MW Sustainable Energy Plant on the site of the former Lostock Power Station via Section 36 of the Electricity Act, 1989.

Also included in the application were a Carbon Assessment Report, Design and Access Statement, Health Impact and Human Health Risk assessment Report and Consultation report.

RPS had to respond quickly and accurately to ensure that the project was submitted in accordance with s36 before it was replaced.

The application has gone to Inquiry and is currently ongoing.

Oxwellmains

Viridor Waste Management

RPS supported the development throughout the project lifecycle including the production of concept designs through to gaining planning permission for a 300,000tpa Energy from Waste facility located on the east coast of Scotland.

RPS was responsible for the preparation of the planning application and undertaking an Environmental Impact Assessment for the development. RPS produced detailed architectural planning application drawings based upon the client's process engineer's drawings.

The building consists of reception hall, bunker hall, boiler hall and air-cooled condenser areas together with an 80 metre high stack, two lines - two flues.

The plot is adjacent to a well established landfill site with rail head facility and next to a Lafarge cement factory.

The development was granted planning permission following a public inquiry.

Salt End

Salt End Energy from Waste, Humber Estuary

Waste Recycling Group

RPS secured planning permission for a 240,000tpa Energy from Waste facility on a site close to the banks of the Humber on flat industrial land within the setting of the existing Associated British Ports complex.

RPS were commissioned to submit a full planning application supported by an Environmental Impact Assessment to East Riding of Yorkshire (ERoY) Council and Hull City Council.

This approval paved the way for a far more sustainable approach to managing waste that is generated in Hull and East Riding.

In summary, the development comprises:

An Energy from Waste (EfW) facility capable of treating 240,000tpa

A Recyclate Bulking Facility (facility where materials for recycling are collected together) with a capacity of 38,000tpa

Ancillary development including access road, internal roads, parking, weighbridge and office/visitor accommodation.

Sinfin Lane

Sinfin Lane Waste Treatment Facility, Derby

Resource Recovery Solutions (United Utilities / Interserve)

RPS provided planning advice for a 190,000tpa Waste Treatment Facility and Visitor and Education Centre at the site, approximately 3.3km south of Derby City Centre.

Resource Recovery Solutions was selected as the preferred bidder by Derby City Council and Derbyshire County Council to take the joint waste management contract forward. Part of the waste solution is to develop a new Waste treatment Facility and Visitor and education Centre at the site, approximately 3.3km south of Derby City Centre.

RPS was commissioned to submit a full planning application supported by an Environmental Impact Assessment.

An alternative site search considered 438 sites within the County using a widely accepted methodology that conforms to policy context and PPS10 in particular in order to demonstrate the suitability of the Sin Fin Lane site.

RPS' Environmental Impact Assessment considered the environmental effects occurring at the site itself and the surroundings, and developed suitable mitigation measures. Our Environmental Statement shows that the proposed development will result in beneficial effects by diverting waste from landfill, creating employment and using waste as a resource by recovering energy.
