Development of a best practice Guidance Document for Water Company application in PR09 providing methods for the assessment of environmental, social and carbon impacts in their calculations of economic levels of leakage.

Water Services Regulation Authority (Ofwat)
Results:
Application of the Guidance will ensure that Water Company targets take full account of both private and external costs and lead to socially efficient levels of leakage.
