Redevelopment of a significant corner site at 65-68, St. Stephen’s Green, Dublin 2 comprising approximately 7,588m2 of commercial floor area.

RPS provided planning advice, coordinated the preparation and submission of the planning application and prepared the response to a subsequent third party appeal. The proposed redevelopment comprised approximately 7,588m2 of office floor area over 7 storeys plus 41 basement car parking spaces.

The site is located within a Conservation Area as designated in the Dublin City Development Plan, which meant the design challenge was to balance the need to respect the surrounding Georgian built character with the need to achieve a modern office building.

Proactive engagement with Dublin City Council led by RPS was essential to adequately address the concerns of the Council during its consideration of the planning application. Careful analysis of the relevant policy of the Dublin City Development Plan was required in order to defend the proposed design approach during the planning application process, which culminated in a decision to grant planning permission.

Statutory applications including Strategic Infrastructure Development, Foreshore Licence, Section 40 of the Gas Act and Compulsory Acquisition Order.

RPS was responsible for:

Strategic planning advice to SEPIL

Submission of application to An Bord Pleanála (ABP) under the ‘Strategic Infrastructure Act’ including liaison with ABP during the pre-consultation phase

Submission of Compulsory Acquisition Order to ABP

Support to SEPIL on statutory application to the then Department of Communications, Energy and Natural Resources, under the Gas Act (combined with Corrib Offshore Pipeline)

Submission of Foreshore Licence Application to the Department of the Environment (combined with Corrib Offshore Pipeline)

Management of responses to submissions made in respect of each of the statutory processes

Liaison with all relevant statutory bodies and coordination of all statutory submissions

Oral Hearings took place over two 6 week periods in 2009 and 2010. Statutory approvals were finally issued by all relevant bodies in early 2011. Construction began in July 2011 and was completed in December 2015. The Corrib Onshore Gas Pipeline won the Engineers Ireland Outstanding Project of the Year Award in 2016.

Mater Campus Hospital Development Ltd.

RPS planners have advised on the development of a €284m adult public hospital in Dublin’s inner city.

The new nine storey, 55,000 square metres hospital building is located on a brownfield site which features protected structures. It will be the national centre for cardiac surgery, heart and lung transplants, spinal injuries and life support services and will contain state-of-the art facilities including 12 new operating theatres, 120 one bed en suite rooms, new emergency and out patients departments and a 444-space underground car park. It will be the greenest and most technologically driven hospital in Ireland upon completion.

RPS was responsible for coordinating and producing a number of sequential planning applications, including a successful first party appeal relating to development contribution conditions. RPS also gave evidence on behalf of the hospital at the Oral Hearing for the Metro-North Railway Order Project. RPS provides ongoing planning advice to the hospital and is overseeing a final wrap-up planning application relating to internal and external amendments to the hospital building which has required Strategic Infrastructure Development pre-application consultations with An Bord Pleanála in order to determine that planning application can be made directly to Dublin City Council.

RPS Planners in Dublin successfully managed and guided the master planning and redevelopment of the Guinness Brewery Complex at St. James Gate through the planning system.

RPS has worked successfully with Diageo (the owners of the world famous Guinness brewery) in Ireland for many years. The Guinness Brewery has operated in Dublin city for over 250 years. The existing working brewery is the largest industrial complex in Dublin city and the home of one of Dublin's best known and most successful tourist attractions - the Guinness Storehouse.

The existing Guinness brewery occupies approx. 60 acres (approx. 24 hectares). Diageo are undertaking a major investment programme to provide major new brewing and associated facilities of approx. 12,000 sqm overall on its lands to the north of James’s Street in Dublin 8.

RPS was appointed by Diageo as planning consultants to provide a full range of professional planning services including strategic planning advice, on-going advice to the project team, engagement with Dublin City Council, preparation of a Masterplan (with RKD Architects), negotiating a variation to the Dublin City Development Plan and preparation of a planning application for the new Guinness brewery on lands to the north of James's Street.
