Overwhelming Infrastructure: Looking at the Recent Houston Flooding

As April left the US city of Houston, Texas with many neighborhoods under more than a foot of water, the matter of flood control has remained firmly at the forefront in state discussions on environmental management plans.

With major flooding events becoming more common worldwide, government authorities are under intense pressure to find and allocate multimillion dollar funding for proactive flood prevention measures amidst the reactive costs of repairing the physical toll of events barely elapsed. Likewise, water supply and drainage infrastructure must respond to thousand-fold increases in consumption and output since the heart of that infrastructure was originally installed.

The low-lying city of Houston has endured more than 35 significant floods – 26 of these since the 1970s and since the inner city population passed 1 million. RPS Klotz Associates President Wayne Klotz, PE, D.WRE has presided over the Coastal Water Authority Board since 2011 and has run a professional civil engineering business in Houston for over 30 years. In this capacity and as a former president of the American Society of Civil Engineers, he is often approached to discuss the issues from a professional viewpoint.

Wayne notes that the efforts to maintain a built environment on a flat topography, little above sea level and subject to the Gulf Coast’s humid climate, have not kept pace with development. ‘The Barker and Addicks reservoirs [were built] in the 1940s after major floods in 1929 and 1935 [and they were way out in the countryside, but the city continued to grow as cities will, and [they] are now in the middle of a huge municipal center.’

Certainly the two detention reservoirs have reduced flood levels downstream Buffalo Bayou, but they have not grown at the population’s pace. As America’s fourth-largest city and a world-leading business center for energy, biomedical and aeronautics, Houston has a 2 million inner city population, extending to some 6 million counting outlying areas. Its incoming population grew by 90,000 last year alone. Construction on new outlets for the reservoirs began in late 2015 and is expected to complete during 2019. A full operational review of the reservoirs is tabled for 2018.

Over $1 billion has been invested in Houston’s flood-risk protection since 2012, but this has not been able to contend with recent events, notably the Memorial Day storm and April’s ‘tax day’ storm .

Various improvements have been made to the bayous with the current program including creation of new detention basins, channel improvements and state voluntary buyouts of the most flood-susceptible houses. The Sims Bayou improvements off the Houston Ship Channel, completed in 2015, provided three new detention basins, 19.3 miles of channel improvements and 22 new bridges. It should save 35,000 homes and 2,000 commercial structures in the 1:100 flood risk bracket from structural flood damage. Current works on White Oak Bayou include four detention basins, 15.3 grass-lined miles of channel improvements and 12 miles of greenspace.

RPS is engaged on several county projects to deliver an overall improved flood management infrastructure for the city and region. RPS Associate Engineer Francisco Carrillo is engaged on the Bayou Greenways 2020 project. It delivers a plan for the transformation of underused land into protected greenspaces. Appropriate wetland landscaping will increase ground absorbency surface area. It gives the opportunity for residents to better use and take pride in their local landscape as the completed continuous parks system will create a long network of hike and bike trails within easy pedestrian access of most residents – 60% of Houston’s population will be less than a mile and a half from a Bayou Greenway space. With the land used effectively, it is removed from immediate risk of heavy urban development and potential renewed issues of inadequate drainage and increased surface water runoff. The proposal is solid, simple and fairly inexpensive, says Francisco, and what’s more, for the bodies partnering to deliver it, the creation of desirable green areas will attract newcomers, including families, and also outside investment.

One of the largest detention projects that RPS is engaged on is the Willow Waterhole Bayou – a 19-mile-long earth- and concrete-lined channel surrounded by the dense urban sprawl of southwest Houston. RPS Associate Project Manager Morena Arredondo, PE, is leading RPS’ team on the project. It is a section of the Brays Bayou watershed that has suffered significant flooding on several occasions .

Approximately 280 acres of the site is to be transformed into a unique greenspace with a new Willow Waterhole Channel, inflow concrete weirs and six wet-bottom detention basins with a 600m gallon total capacity. The greenspace aspect is led by the Texas Parks and Wildlife Department and will provide a range of community recreational spaces, wildlife conservation plans and prairie restoration .

RPS has helped devise an effective stormwater improvements plan, identifying need to prepare for worst events as a first action and prioritize the health, safety and welfare of its inhabitants. The latest highly accurate reporting and monitoring software tools have been brought on board, says RPS Manager William Conlan, PE, CFM, combined with more hours devoted to gathering reliable data and now able to cover all 130,000 drainage areas effectively .

‘Before there was Houston, the land was swamp,’ Wayne explains. ‘When it rains, it rains a lot and it rains hard. It is a priority to respond efficiently to the drastic flood events the region experiences, but more so to plan way ahead to be certain that we can greatly reduce the impacts of such events before they are felt.’

RPS Staff first to graduate with Higher Diploma in Engineering in BIM

Five RPS staff graduated with honours from the Galway Mayo Institute of Technology (GMIT) Higher Diploma in Engineering in BIM (Level 8) yesterday. Mark Costello, Lisa Haverty, Desmond Keane, David McHugh and Agnieszka Niedziela, all from our Galway office, are the first graduates from this course.

The course was developed by RPS and GMIT in response to the skills and competency needs of the construction industry in relation to Building Information Modelling (BIM). Having completed a pilot phase with construction industry partners, the programme is now being offered as a full-time course in GMIT.

BIM has changed the way industry professionals worldwide think about technology and how it can be applied to design, construction, and management. BIM also supports the continuous and immediate availability of project design, scope, schedule, and cost information that is high quality, reliable, integrated and fully coordinated.

AT RPS, we are now extending BIM from the design stage through the construction phase, creating lifecycle engagement and enriching our BIM models with data to make them useful for future maintenance and operation.

Our work on the M8/M74/M73 Motorway Improvements Project in Scotland was recently acknowledged at the Irish BIM Innovations Awards, where we received the Judges` Special Commendation. This project represents the first largescale implementation of Level 2 BIM on a major infrastructural project in the UK and it has been selected as an exemplar project for the definition of the Scottish BIM Mandate due in April 2017. The M8 project has been instrumental in building digital competency in the Irish construction industry. This BIM capacity is now facilitating Irish design team participation and leadership in other major infrastructure projects in the UK and Europe.

New Perspective in BIM using VR Technology

As we produce more and more complex 3-dimensional models and associated data through Building Information Modelling (BIM), many of our clients are looking for ways to interface with this data in a simplified and meaningful way.

We are also frequently challenged to produce more photorealistic imagery to enable our clients to visualise the end product before it is constructed. VIRTUAL REALITY TECHNOLOGY (VR) allows our engineers, architects, scientists, planners and clients to have the full sensation of finding themselves immersed physically in a fully 3-dimensional model space.

RPS staff in Belfast have trialled this latest technology and are currently engaging with clients to further explore its full potential. Using a headset, the user is no longer limited to a passive representation of an image or information on a screen, but instead can interact, touch, and move objects in a “real world”. Structural M&E, and architectural elements in the model can be interrogated and BIM data easily and readily accessed.

The applications are vast, ranging from the viewing simplest photorealistic model to the interaction with fully federated BIM models. We are exploring applications in Health and Safety training, asset management and many more fields where it is advantageous to visualise and understand a new environment before it is built or operated.

RPS Belfast recently showcased the latest Virtual Reality and Building Information Modelling technology currently available to engineers at two of Northern Ireland’s major careers events. Almost 7000 students passed through the events giving RPS staff the opportunity to help inspire a future workforce, entertaining them with 3D VR technology and most importantly informing them face-to-face about the possible career routes into Engineering.

RPS Newark Awarded for Supporting Defence Personnel

RPS’ Newark office has received the Silver Award for supporting Defence personnel from the Defence Employer Recognition Scheme.

RPS Newark has been acknowledged for supporting Defence personnel and their families through recruitment and training schemes. At a presentation that took place on Thursday 10th November Operational Director David Dunbar and Phil Mabbitt, a Senior Engineering Coordinator at Newark who is also a reserve Staff Sergeant, accepted the Defence Employer Recognition Scheme Silver Award at Burleigh Court Hotel in Loughborough.

The award recognises employers who have signed the Armed Forces Covenant, employ at least one member of the Armed Forces Community and actively communicate a positive attitude of support for their employees who are members of the Reserve Forces.

John Wilson, the Ministry of Defence’s Regional Employer Engagement Director for the East Midlands, said: “It is important to recognise and reward employers who have shown both support and commitment to their reservist employees and the other members of the Armed Forces Community they employ.

“Demonstrating flexibility towards the training and mobilisation commitments of reservists, or by employing Cadet Force adult volunteers, veterans or military spouses, each of our award winners has shown they are committed to supporting the Armed Forces Community. The award event was a success with many of our attendees welcoming the opportunity to network with other regional employers who have similar policies and support procedures to themselves.”

RPS and Interserve Secure National Award for Factory 2050

RPS is extremely proud to be celebrating once again with Interserve Construction, after their Factory 2050 project has been awarded National Constructing Excellence, Project of the Year – Building. This success follows on from winning the Regional award for Yorkshire and Humberside in July.
 
 

Factory 2050, based on Sheffield Business Park, is the UK’s first fully reconfigurable assembly and component manufacturing facility for collaborative research, capable of rapidly switching production between different high value components and one-off parts. RPS was part of the project team, appointed as Technical Advisor by the University of Sheffield for this state-of-the-art facility constructed by Interserve. Engineers based in RPS’ Leeds office provided a number of key services to the project including Mechanical & Electrical engineering consultancy, sustainability and site wide infrastructure advice.

Andy Briggs, Technical Director at RPS, explains: “Flexibility of such a cutting edge facility was of prime importance to the end user. The technologies and techniques which they utilise are ever changing, and to provide a truly future proofed facility, still fit for purpose in 2050, required innovation in building services provision and distribution. The application of significant renewables (GSHP), located in an external energy centre, extensive internal floor duct distribution systems combined with high level modular services, low energy displacement ventilation and highly controlled LED lighting combined to create a low energy, closely controlled environment, suitable for the client’s ongoing needs”.

He and the rest of the team are thrilled at this latest award and comments that “The end result is testament to the entire project team’s focus and commitment to provide a truly innovative facility that met the client’s brief today and in the years to come”.
