He has extensive experience of the planning systems across Ireland, specialising in major infrastructure projects, including renewable energy, industrial, commercial, ports & harbours and major sports stadia, EIA and planning legislation.

Michael Fenny

Michael is a chartered town planner with over ten years’ experience. Responsible for project managing and co-ordinating environmental impacts assessments, planning applications and appeals for multiple wind farms across Scotland, he has a particularly excellent understanding of the range of planning and environmental issues that frequently arise on such projects and how to successfully mitigate these where they occur.

Michael Shaw

Michael has 29 years’ experience of structural design encompassing commercial, retail, leisure, industrial and residential developments within both the public and private sector. He is a fellow of the Institution of Structural Engineers as well as a chartered member of The Institution of Civil Engineers and holds an MBA from Queens University. As well as being Past Chairman of the IStructE Northern Region, he continues to play an active role in institution affairs.

Don McQuillan

Don has 42 years’ experience, including 28 years at Director level, and has spent the last 16 years spearheading RPS’ acute and primary healthcare projects some of which have been procured within PFI/PPP frameworks. He is also responsible for many iconic buildings, some of which have been PPP procured, and specialises in the in-house coordination of multi-disciplinary input to projects and for sustainable design. He now specialises in forensic engineering and providing expert witness advice to clients. He is currently Vice President of the Institution of Structural Engineers.

Barry McAllister

Barry has over 30 years’ experience in the construction industry and has managed a wide range of high profile complex projects including most recently a number of new leisure centres for various councils. He has experience in all forms of procurement including traditional design team appointments, design and build and PFI/PPP. Barry has a particular expertise in the healthcare sector including working on projects on live operational healthcare sites. This experience has allowed Barry to become familiar with the bespoke issues presented in healthcare buildings. Barry is also a chartered Fire Engineer and is a part time lecturer at the University of Ulster in Fire Engineering as well as an advisor to a number of Building Control Authorities on Fire Safety matters. He is a member of the Institution of Structural Engineers Fire Engineering Study Group and has been a guest speaker at conferences and seminars on Fire Engineering.

Over the last 8 years Stephen has overseen the development and growth of the geomatics department, securing strategic long term framework agreements and ensuring that the geomatics department maintains its professional expertise and membership of The Survey Association (TSA).

He specialises in taking forward development consent and approvals for large scale infrastructure projects in multiple legislative environments, often with complex engineering challenges in highly sensitive sites of significant environmental importance. His specialism lies in bringing together the full spectrum of environmental assessments and aligning with the demands of a complex design, whilst managing community and stakeholder engagement and project performance.

Michael is a chartered town planner who has over ten years’ experience of working in private sector planning and environmental consultancy. He is responsible for delivering development projects across a range of sectors, including renewable energy generation, waste and minerals. Michael has particular experience of project managing large, complex planning applications that are subject to Environmental Impact Assessment (EIA), including several recent onshore wind farm projects. He also has significant experience in the preparation of successful planning appeals. Michael has recently returned from a six month period of secondment to the Scottish Government as part of a team taking forward recommendations on planning reform in Scotland.

He holds a number of years’ public sector experience as a Development Management Officer and has obtained international planning and community engagement experience working in Australia for three years on a major federal government infrastructure project.

Simon Zisman

Simon has over 25 years’ experience in the environmental sector, working for consultancy and conservation bodies in Scotland, England and overseas. Simon’s specialist expertise covers ornithology, conservation legislation, Habitats Regulation Assessment, mitigation of ecological impacts and habitat management. He has written, contributed to, or reviewed dozens of ornithology and ecology EIA chapters for a wide range of projects, including on and offshore windfarms, tidal arrays, open cast coal mines, multi-use commercial developments and afforestation projects. He has provided expert witness inputs on ornithological issues in support of windfarm and waste water treatment developments and has secured resolution of highly complex ornithological issues for a wide range of clients and projects.

Dr Andrew Buroni

Andrew is RPS’ HIA practice leader, with over 17 years of experience. He holds a PhD in international HIA methods and best practice. Andrew has designed, delivered and presented evidence at public inquiry or issue specific hearing for some of the most complex planning-focused examples of HIA, including a range of Nationally Significant Infrastructure Projects (NSIPs).

Mark leads the retail team in London and has over 20 years’ experience of working in retail planning for developers, landowners and multiple retailers in both the food and non-food sectors. He has experience of working on projects nationwide, including central London, and has given evidence on retail proposals at planning inquiries/hearings on a number of occasions.

Ross Bowen

Matt has extensive experience in the public and private sector working on high profile projects across the country, but predominantly in the South East and London. He advises a wide variety of retail clients in the private sector planning consultancy role including Tesco Stores Limited (over 800 sites for Tesco Express stores) and TK Maxx (over 50 sites). Matt provides pre-acquisition advice and advice on planning and development strategy through to submission and negotiation of complex planning applications. He has extensive experience in instructing Counsel and appearing as Expert Witness at Inquiries.
